In response to the annual flood disruptions that affect critical infrastructure in Assam, particularly schools, the Government of Assam has introduced an innovative concept called “Child Friendly Spaces in Relief Camps.” This initiative aims to ensure that education and recreational services for children continue even during emergencies.
The program involves designating a separate room in relief camps specifically for children, allowing them to continue their learning in a safe and supportive environment. The resources provided in these spaces are part of a “School in a box kit,” with the list of items suggested by UNICEF.
To implement this program, the Assam State Disaster Management Authority (ASDMA) has provided funds to each District Disaster Management Authority (DDMA) for procuring the “School in a box kit” or Child Friendly Space (CFS) Kit for every Model Relief Camp. The initiative also includes capacity-building workshops for officials managing these Child Friendly Spaces, based on the “Guideline for operationalization of CFS in emergencies.”
In Sonitpur district, the DDMA has taken proactive steps to implement this program:
- Procurement and Distribution: The DDMA of Sonitpur procured and distributed “School in a box kit” / CFS Kits to five Model Relief Camps across five revenue circles in the district.
- Handover Ceremony: Sri Garga Mohan Das, ACS, ADC cum CEO of DDMA, personally handed over the kits to the Headmasters/Principals of the five Model Relief Camps. A Memorandum of Understanding (MoU) was signed with school authorities to ensure the proper upkeep of the CFS kits.
- Capacity Building Workshops: The district has planned a series of workshops to train officials and field functionaries in managing Child Friendly Spaces during emergencies. These workshops are scheduled as follows: a. District Level Workshop: Date: 29/07/2024 Venue: The Conference Hall of DEOC, DC Office, Sonitpur b. Circle Level Workshops:
- 30/07/2024: Singri High School (Dhekiajuli Revenue Circle) and Jamuguri Academy H.S. (Naduar Revenue Circle)
- 31/07/2024: Jahamari High School (Thelamara Revenue Circle) and Rangajan M.V.S. (Chariduar Revenue Circle)
- 01/08/2024: Lotharam High School (Tezpur Revenue Circle)
By implementing Child Friendly Spaces in relief camps, the Government of Assam is taking a significant step towards ensuring that children’s education and well-being are not compromised during flood emergencies. This initiative demonstrates a commitment to building resilience in the face of recurring natural disasters and prioritizing the continuity of essential services for the most vulnerable members of society.
