The North Assam Chamber of Commerce & Industry (NACCI) has written to the Assistant Labour Commissioner, Zone – 3, Tezpur, expressing concerns and suggesting changes regarding the recently announced weekly closure of shops and business establishments in the district. In a letter dated May 10, 2024, NACCI referred to the circular issued on May 3, 2024, which mandated a weekly closure for shops and businesses. The business community, particularly small traders and other organizations, has been taken aback by this decision. NACCI has proposed several modifications to the circular, aimed at safeguarding the interests of the business community while ensuring compliance with labor regulations.
Firstly, the chamber has suggested that the weekly holiday should be implemented uniformly for all business establishments throughout the district. This measure would create a level playing field and prevent any unfair advantages or disadvantages for specific businesses. Secondly, NACCI has requested that small, self-run businesses without employees be allowed to remain open on the designated weekly closure day. This exemption would provide relief to small entrepreneurs and allow them to continue operating without incurring significant losses.
Furthermore, the chamber has urged the authorities to include grocery shops in the list of exempted businesses, citing their significance as providers of essential commodities. Additionally, NACCI has requested the Assistant Labour Commissioner to provide a comprehensive list of businesses exempted from the weekly closure requirement. This information would help businesses plan their operations accordingly and ensure compliance with the regulations. The letter concludes with NACCI expressing hope that the authorities will consider their suggestions and take appropriate action for the welfare of the business community.
The weekly closure of shops and businesses is a measure aimed at ensuring proper implementation of labor laws and providing employees with a mandatory weekly off. However, the business community’s concerns highlight the need for a balanced approach that considers the interests of various stakeholders, including small traders and self-employed individuals. As the discussions progress, it remains to be seen how the authorities will address the concerns raised by NACCI and strike a balance between adherence to labor regulations and the practical needs of the business community in Sonitpur district.
